Internet Connectivity in Guinea: One Cable for the Whole Country

Guinea, located on the western coast of Africa, has a highly vulnerable internet infrastructure. The country has only one point of entry for an underwater optical cable - in the capital city of Conakry. This cable, Africa Coast to Europe (ACE), was put into operation in 2012 and spans 17,000 km, connecting West African countries with Europe. Guinea's isolation index is 100/100, indicating the absence of backup routes and a high probability of complete loss of international internet connectivity in case of cable damage or outage.

With such a configuration, Guinea remains one of the most fragile countries in terms of internet connectivity. Even a brief disruption to ACE can lead to significant service interruptions for millions of users across the country.

Regime and Control: Context of Censorship

Guinea, like many other countries in the region, is known for internet and media freedom restrictions. GeoCables directly does not measure levels of censorship. However, it is known that the government may use traffic control capabilities given the presence of only one submarine cable and a single point of entry. Such a structure simplifies the task of monitoring and possible restriction of access to certain resources or services, including social networks and messengers, especially during periods of political instability.

Chokepoints and Risks of Isolation

The only submarine cable ACE connected in Conakry represents a critical chokepoint for the entire country. Any physical damage to the cable, such as from an anchoring incident or underwater earthquake, could completely isolate Guinea from the global network. Additionally, the absence of alternative routes means dependence on the technical condition and capacity of the sole communication channel. In case of overload or failure, users may face serious access issues to the internet.

The geographical location of Guinea makes it dependent on transit connections through neighboring countries. Transit for the region goes through Senegal, Côte d'Ivoire, and Sierra Leone; disruptions in their infrastructure will indirectly affect Guinea.
