Penbal-4 is a domestic submarine cable system operating entirely within Spain. With a total length of 317 km, it connects the Spanish mainland with the Balearic Islands, serving the intra-Spanish corridor between Valencia and the islands of Ibiza and Mallorca. The cable is owned and operated by Telefónica, Spain's principal telecommunications provider.
Penbal-4 has three landing points, all within Spain. On the mainland, the cable comes ashore at Valencia. In the Balearic Islands, it lands at both Ibiza and Mallorca. These landings link the Spanish eastern coastline with two of the most populous islands in the Mediterranean.
Penbal-4 is solely owned by Telefónica, the Spanish multinational telecommunications company. Telefónica is one of the largest telecommunications operators in Europe and Latin America, with a long history of investing in submarine cable infrastructure across the Iberian Peninsula and beyond.
Penbal-4 entered service in 1991 and has been operational for approximately 35 years. It was among the earliest submarine cables to land in Spain, where the first recorded submarine cable came into service in 1990. The cable's continued operation reflects sustained demand for connectivity between the Spanish mainland and the Balearic Islands.
